The 2026 Tree Tops Homeowners Association Meeting was called to order at 6:00PM on March 17, 2026 at the Germantown Community Library. Including the board members, six residents were present.
Denise White introduced the Board: herself, and Doug Eberle.
1. Landscaping Report
In addition to all the routine landscaping and tree work, there were extra expenses in 2025, of about 10K, including:
–landscaping and tree work required by the Village
–removal of trees to prevent them from falling on houses
–flood damaged trees
–clearing the shoreline of the large pond
Looking ahead to more extra expenses:
–the 40 acres of open space have many huge dead/dying trees, which are toppling over, due to effects of the June flood
–many of the 20+ year-old bushes are dying or overgrown with buckthorn, and need to be removed/replaced
–the pond fountains are nearly 25 years old, and could fail at any time, as recently happened in Windsong. They cost 10K each to replace, wiping out their reserve fund, and causing their HOA dues to increase to $550/year.
Due to all of the above factors, an increase in TT HOA dues from the present $350 to $400 is needed.
2. Financial Report/Vote on 2026 Dues
The 2026 budget was reviewed. After discussion, the consensus was to approve the budget and increase the dues to $400. The motion to do so was made and seconded. Voting was done with a show of hands. The motion was approved unanimously.
3. Lamp Post and Mailbox Report
Now, not only are the mailbox posts falling over throughout TT, the lamp posts are, too. The Board found a new, resin lamp post that will not rot, does not need painting, and is less expensive than a wooden post. Information on the post and installers is on the TT website.
Residents are encouraged to replace their rotting or damaged mailbox posts with the new, resin option, also found on the website.
Also, residents can change the location of their mailbox, if desired. Check with the post office first.
4. New Business
Park maintenance was discussed, including repairs needed to the play set, which are scheduled to start this summer.
Gary Schickert mentioned there is a tree down in the woods next to the park.
Scott Olejniczak reported two large dead trees leaning into a third, near his property which could fall on his house. Denise said she will be out to look at it.

2025 HOA March 4, 2025 Meeting Notes
The 2025 Tree Tops Homeowners Association meeting was called to order at 6:00 PM on March
4, 2025 at the Germantown Community Library. About a dozen residents were present.
Denise White introduced herself and the other board member, Doug Eberle.
- Landscaping Report
Denise reported on landscape projects completed in 2024:
-The spillway rocks were replenished at the entrances
-Many dead Ash trees were removed throughout the subdivision
-Brush and trees were removed along the chain-link fence along the West edge of TT
-The beautification project begun last year was completed, with new trees in the park
-10 large dead trees had to be removed from an outlot, before they fell on a house
-A compressor had to be replaced on the large pond
-Fences have been repaired throughout TT
-Trimmed bushes and trees
-Continued with buckthorn removal
-Responded to homeowner requests for service
-Coordinated vendor work, met with and supervised vendors
Landscaping plans for 2025
-Mulch all areas throughout TT
-Clear brush around the ponds
-Continue with Ash removal, replace as necessary
-Continue with buckthorn removal
-Paint the entrance signs
-Remove the dead pine tree on Emerald, near the entrance
-Check entrance lights for repair or replacement - Mailbox and Lamp Post Report
-Doug reported on the status of the mailboxes and lamp posts. The mailboxes that were damaged by the snowplows last year have been replaced. Many people are opting to replace their mailboxes with the new resin model. Doug will continue to assist people who are repairing and replacing their mailboxes and lamp posts. - Financial Report/Vote on 2025 Dues
-Doug went over the proposed 2025 budget. Matt Griggs proposed a dues reduction from $375 to $350, since the prior increase from $325 to $375 was to fund the beautification project, which is completed. After some discussion, a vote was held. Matt Griggs made a motion to approve the 2025 budget and change the dues to $350. Pat Tasker seconded the motion. The show of hands vote results were 6 ayes and 5 nays. The motion was approved. - New Board Member Inquiries
Anyone who is thinking about being on the board, please contact one of the board members. We will be happy to talk to you, so you have an idea of what the job entails, before making a decision. - New Business
Pat Tasker mentioned she has the name of a supplier in West Bend for the wooden mailboxes. She will get that information to the board, to be posted on the website.
Dave Gross reported 3 large Ash trees near his property on Elmwood that need to be removed. Denise will follow up with him on that.
Michelle Brown asked about Village Ordinances regarding a timeline limit on home improvement projects. Would have to check with the Village for the information. The issue of being able to legally rent a single-family home in TT was brought up. It is legal to rent a home in TT. Airbnb is a separate issue, advised to check with the Village.
Denise White reminded people to leash their dogs in the park, and not to store trailers or garbage cans on driveways.
Many roofs are being replaced in TT. A discussion about the required roof color, Weatherwood, aka Driftwood, by some manufacturers, took place. We will again put a message about roof color on the dues postcard. Other options included mailing or emailing everyone about it.
The duration of our present Declaration of Restrictions was also discussed. They last for 30 years from the date of the Declaration, which is June 8, 2001. The Declaration will be automatically extended for successive terms of 10 years each, unless prior to the end of the then-current term a notice of termination is executed by the Owners of at least 90% of all lots.
The meeting was adjourned at 7:10 PM.
